TCP versus UDP?

Maybe I'm having a bit of a blonde moment here, but I'd appreciate it if someone could clarify the use of TCP versus UDP.

I'm invoking openvpn from the command line, with something like the following:

sudo openvpn --config=Switzerland_TCP.ovpn

There is also a Switzerland_UDP.ovpn -- I'm assuming that you choose one or the other to run, depending on whether you wish to tunnel TCP or UDP packets. What if you want to tunnel both? Must you invoke two separate instances, e.g. in two separate terminal windows?
